Occupational safety and health on construction sites
The investor, or the representative of the investor, is required to appoint one or more coordinators for the project design and one or more coordinators for the execution of works when two or more contractors are performing or are expected to perform work at the construction site.
The investor, or the representative of the investor, is obligated to submit the completed construction site notification to the relevant labor inspection authority at least 15 days before the commencement of work at the construction site, and to post a copy of the notification in a visible location at the site.
By engaging licensed coordinators from the MING CONSULTING team, you ensure the proper completion of the construction site notification, enabling a smooth start to the works.
Coordinator for occupational safety and health during the project design phase
The coordinator for project design performs the following tasks: · Coordinates the application of preventive principles; · Develops the Occupational Safety and Health Preventive Measures Plan, which specifies the arrangement of the construction site and specific measures for safe and healthy work on the site; · Ensures that, when developing the Occupational Safety and Health Preventive Measures Plan, all relevant industrial activities near the construction site are considered, if necessary; · Prepares documents that, in accordance with the project's characteristics, contain relevant occupational safety and health information that must be taken into account during the execution of all works on the construction site.
Coordinator during the construction phase
The coordinator for the execution of works performs the following tasks: · Coordinates the application of preventive principles in cases where: 1. Decisions are made about technical, technological, and/or organizational solutions for planning different elements or phases of work that need to be executed simultaneously or consecutively; 2. Deadlines required for the completion of these works or work phases are assessed; · Coordinates the implementation of planned activities to ensure that employers and other persons: 1. Consistently apply preventive measures in accordance with the Regulation on Occupational Safety and Health at Temporary and Mobile Construction Sites ("Official Gazette of the RS" No. 14/2009, 95/2010, 98/2018, 35/2023, and 76/2024); 2. Apply specific measures from the Occupational Safety and Health Preventive Measures Plan where necessary; 3. Proposes the initiation of the process for amendments or supplements to the Occupational Safety and Health Preventive Measures Plan in accordance with the Regulation on Occupational Safety and Health at Temporary and Mobile Construction Sites, and ensures that the necessary data for these amendments and supplements are provided, taking into account changes at the construction site; · Organizes cooperation and mutual notification between all employers and other persons carrying out works at the site, either simultaneously or consecutively, coordinating their activities in relation to implementing safety and health measures to prevent workplace injuries and occupational diseases; · Ensures that all employers and other persons at the construction site are familiar with the Occupational Safety and Health Preventive Measures Plan, including its amendments or supplements; · Coordinates agreements to verify that work activities are carried out correctly; · Takes measures to ensure that only authorized personnel have access to the construction site; · Notifies the relevant labor inspection authority in cases where employers and other persons fail to apply safety and health measures; · Conducts direct control of the construction site under coordination, including: 1. Daily control of the construction of buildings designated as objects of special importance for the Republic of Serbia, where specific risks to the safety and health of employees and other persons arise due to the complexity of execution; 2. Daily control when a work permit is issued for tasks involving work at heights, depths, in confined spaces, in potentially explosive atmospheres, at energy facilities, involving the use of hazardous chemicals, or work in areas with serious, unavoidable, or imminent risks that could harm employee health; 3. Control of other construction sites based on the organization and technology of the work execution outlined in the Occupational Safety and Health Preventive Measures Plan, at least once every five working days; · Keeps records of construction site inspections and informs the investor or representative of the investor about changes at the site.
Reporting works to the relevant labor inspection authority and preparing the Construction Site Organization Report
According to the Occupational Safety and Health Law ("Official Gazette of the RS", No. 35/2023), an employer who performs construction work at temporary or mobile construction sites, as well as an employer who conducts work at a construction site, is required to submit a notification to the relevant labor inspection authority about the start of work at least eight days before the commencement of the work. If the work lasts longer than three consecutive days, the employer is required to prepare a Construction Site Organization Report. The Construction Site Organization Report is a document that, based on a risk assessment for potential injuries and health hazards at workplaces and in the work environment, provides a detailed technical and technological elaboration of measures for preventing, eliminating, or reducing risks related to the tasks and activities performed during the execution of the works.

Through preventive and periodic inspections, checks of work equipment, and inspections and testing of electrical and lightning protection installations, it is determined whether the safety and health measures prescribed by occupational safety regulations, technical standards, and manufacturer instructions have been applied to the work equipment used in the work process.
Work equipment subject to inspection and verification is defined by the Regulation on the Procedure for Inspection and Verification of Work Equipment and Inspection and Testing of Electrical and Lightning Protection Installations, as well as the Testing of Work Environment Conditions ("Official Gazette of the RS", No. 76/2024).
Through preventive and periodic testing of work environment conditions, it is verified whether the safety and health measures prescribed by occupational safety regulations, technical standards, and other applicable regulations are applied in the workplace and work environment.
The tests cover:
Foot protection;
Microclimate (temperature, airflow speed, and relative humidity);
Chemical hazards (gases, vapors, smoke, and dust);
Physical hazards (noise, vibrations, and harmful radiation-excluding ionizing radiation)
